The above-mentioned persons, also the pharmacists, are obliged to keep a register, containing the data, meant sub c of Article 10.

The possession, etc. of the above-mentioned substances, in so far as to give them the opportunity of personally dosing with or administering it, is permitted not only to the persons men- tioned above sub a, b and c but also to:

1. Physicians, who have no dispensary;

And in so far as these substances, etc., do not belong to the so-called remedies to wean one from the use of opium, also to:

2. Veterinary surgeons in places, where a dispensary

exists;

3. Persons, qualifed to practise dental surgery;

4. Managers of private hospitals, to whom the Head of

the Civil Medical Service has given his consent. Further the possession is also allowed to those, to whom

it is prescribed by a qualified physician.

Sale to other than the above-mentioned persons is forbidden.

"Article 20."

"The contracting Powers shall make inquiries into the pos- "sibility of proclaiming laws or regulations, by which the "unlawful possession of raw opium, of prepared opium, of "morphine, of cocaine and their respective salts, is penalized, "unless laws or regulations on the subject are already in "existence."

Unlawful possession of these substances is penalized.

"Article 21."

"The contracting Powers shall send each other communi- "cations through the Department of Foreign Affairs of the Neth- "erlands upon:

"a. the text of the existing administrative laws and regulations "regarding the subjects, referred to in this Convention, or "which are proclaimed on the ground of its stipulations;

"b. statistical data regarding the trade in raw opium, pre- "pared opium, morphine, cocaine and their respective salts, "as well as the trade in other drugs or their salts or pre- "parations. referred to in this Convention."

"These statistics shall be furnished with as many particulars "as possible and within as short a term as possible."

Article 21 is complied with regularly as far as possible.
